World economy globalization is considerably increasing requirements that are defined for professional qualification of technicians, technologists and engineers. Engineers’ mobility makes it possible to solve a problem of shortage of professionals in the field of modern technological platforms and to provide steady and positive growth of economy. APEC economies represent a group of the most developed world economies that are lacking highly skilled engineers. The same problem, but with the higher concern, is for the developing economies, which are also need highly skilled engineers.
One of the most available and operative way of the economy saturation by qualified specialists in the developing economies is a professional mobility growth within the regions. This type of mobility gives an opportunity to provide the most developing fields of APEC economies with the qualified specialists according to the present challenges.
It being known that a professional mobility copes with it promptly and solves the problems with a lack of the engineering high-quality specialists. It is obvious, that the preparation of required diploma specialists in the universities and practical experience is a long-term process unlike professional mobility process. So, it is very profitable for an APEC economy to take part actively in the professional mobility processes in comparison with the consuming processes of development of engineering education institution.
One of the most experienced non-government professional organizations within APEC economies is an APEC Engineer Register that develops and implements in APEC economies regulations of the mutual recognition of the professional qualifications. On its basis APEC Engineer Register is considered to be one of mechanisms that increase professional mobility in APEC economies. APEC Engineer Register was created on the initiative of the leaders of APEC economies following the results of the Summit that was held in 1995 in Osaka (Japan).
The problem of low mobility was recently raised at the annual session of International Engineering Alliance in 2010 in Taipei (Chinese Taipei, Taiwan) at the session of member economies of APEC Engineer Register. One of the tools aimed at complex problems discussion that stand in the way of professional mobility of experts from APEC economies is the international seminar where authoritative APEC experts take part. The experts responsible for development of engineering education in APEC economies and international organizations are to be invited.
Such a seminar is worth being organized as it will provide recommendations to the leaders of APEC economies concerning professional mobility, mutual recognition of engineering qualifications and long-term development of engineering education in the context of both developed and developing economies. The recommendations to the leaders of APEC economies as the result of the research and seminar should focus on and are expected to be for the people, businesses, and government departments to improve their skills and knowledge to engage in trade and investment liberalization and facilitation.
All this will partly solve the problem concerning the shortage of engineers in APEC economies and is likely to motivate economic growth in these economies.
