Yakov Semenovich was born on February 24, 1940. He is Ph.D., professor, academician RAMNT, professor of industrial and medical electronics department of Tomsk Polytechnic University.

In 1962 he graduated from the Tomsk Polytechnic Institute (TPU). He was awarded with the PhD in technical sciences by dissertation councils of the Tomsk Polytechnic Institute (now Tomsk Polytechnic University) in 1967. In 2006 he was awarded with the title of professor of the department of biological and medical cybernetics.

Since 1987, he joined the Siberian State Medical University, where in 1989, he created the Department of Medical and Biological Cybernetics and led it till the 2016.
