- chief specialist of the Office of Social and Labor Relations, a consultant of the Department of Economics of the Administration of Tomsk region
- Since July 2012 the Head of the Control and Analytical Department of the Legislative Duma of Tomsk Region
Elena was a member of some international projects implemented in Tomsk region in order to reach the sustainable development of the territory.
Research interests: strategic planning, regional economics, economics of innovation, effective use of natural resources.
