Re: The APEC Engineer International Register of Professional Engi-neers.

There is an agreement in place between a number of APEC countries for the purposes of recognising “substantial equivalence” of professional competence in engineering. APEC countries can apply to become members of the agreement by demonstrating that they have in place systems which allow the competence of en-gineers to be assessed to the agreed international standard set by the APEC Engi-neer agreement.

Registration on the Register with APEC Engineer benefits ensures that pro-fessional engineers have the opportunity to have their professional standing recognised within the APEC region thereby contributing to the globalisation of professional engineering services. This is of particular benefit to engineering firms that are providing services to other APEC economies but it also adds value to individuals who may wish, at some stage, to work in these economies.

Each member economy of the APEC agreement has given an undertaking that the extra assessment required to be registered on the local professional engineering register will be minimised for those registered under the APEC Engineer agreement.

Following a personal request made by the Chair of APEC Engineer agreement, I am pleased to forward this initiation to you to submit a formal application for membership to the Register, so as to begin the draw on the global benefits for the Engineering professionals within your jurisdiction, and in attracting skills from overseas.

Applications for authorisation to operate an APEC Engineer Register within an economy must conform to the principles set out in The APEC Engineer Manual and to such guidelines as may be approved from time to time by the APEC Engineer Coordinating Committee.

In applying for authorisation to operate a Register of APEC Engineers, a Monitoring Committee will be required to prepare and submit to the APEC Engineer Coordinating Committee a statement of the proposed assessment criteria and procedures, which will be subject to comprehensive review under procedures similar to those used in monitoring the performance of existing authorised Monitoring Committees.

Following that review, authorisation will require support from two-thirds of the authorised Monitoring Committees at the biennial meeting of the APEC Engineer Coordinating Committee.
