Vlasov Viktor Alekseevich was born in 1958. Education: 1981 - graduated from the Tomsk Polytechnic Institute, Applied Physics and Engineering Faculty. He had got qualification of engineer-physicist with a specialization in "Division and application of isotopes". 1982-1985 - postgraduate studies in plasma physics and chemistry. 1992-1995 - doctorate of TPU. Research degree, honors, government decoration: doctor of Physics and Mathematics (1997), professor (1999), full member of International Higher Education Academy of Sciences (IHEAS) and International Public Academy of Authors of Scientific Discoveries and Inventions. Labour and public activity: after graduating from TPI he worked as an engineer of the research sector, assistance lecturer, senior lecturer (1986), associate professor (1993), professor at the technical physics department (1997); head of the Technical Physics Department of the Applied Physics & Engineering Faculty (1999), Vice-Rector for research (2001-2007), Vice-Rector for research and innovations of TPU (2007-2012). Since 2012 Rector of Tomsk State University of Architecture and Building and Professor Areas of research activity: investigations in the fields of physics, plasma chemistry and molecular physics. The most important results of researches are received in the field of experimental and theoretical investigations of interacting processes of high-frequency plasma with heat-protective materials, pyrotechnic compositions and its components using in rocket-and-space equipments. Professor V. A. Vlasov is a member of 3 Doctoral Dissertation Councils, member of Rector’s Council of Tomsk Oblast. He served as Chairman of the Organizing Committees of many conferences and symposiums. Publications: in 1985 defended Candidate's thesis. In 1997 he defended thesis for a doctor's degree. V. A. Vlasov is author and co-author about 420 researches including 14 monographs, 14 study letters and 9 inventions. He supervised the preparation of 5 doctor's and 6 candidate's theses. V. A. Vlasov has been awarded: the Medal of the Order "For Services to Fatherland" 2nd Class (2007); the title "Honoured Worker of the Higher Professional Education of the Russian Federation" (2006); the Badge "Y. Slavsky" (2008); Bronze medal of the USSR Exhibition of National Economic Achievements (1987); Medal "400 years of Tomsk" (2004); Medal "For Faith and Goods" (2006); Medal "For Service to Kuzbass" (2007); Silver medal of Merit for TPU (2008); Medal of the Tomsk Oblast State Duma (2008). Vlasov V. A. also been awarded the Certificate of honour of administration of Tomsk oblast (1996), Certificate of honour of Ministry for Atomic Energy of the Russian Federation (2000), Certificate of honour of the Governor of Tomsk oblast (2008), Certificate of appreciation of Russian Geological Society (2008) and Gratitude diplomas of Tomsk oblast Administration (2006) and the Mayor of Tomsk (2008).
