Popov Viktor Konstantinovich - doctor of geological-mineralogical Sciences, Professor of the Department "Economics and urban management", honored worker of housing and communal services of Russia. Popov V. K. was born in 1945 in s. Posolskoe of the Buryat ASSR. In 1968 he graduated with honors from Tomsk Polytechnic Institute, specialty "Hydrogeology and engineering Geology" and was left at the Department of hydrogeology and engineering Geology, where he worked from 1969 to 1976 as an assistant. From 1972 to 1975 he studied at the postgraduate of Tomsk engineering and building Institute. Popov V. K. has experience: •head of the Department "Hydrogeology and engineering Geology" (Ukhta industrial Institute - UII), "Water and sanitation", "Economy and urban management", "Hydrogeoecology and water management" (Tomsk state University of architecture and construction — TSUAB); •Dean of the technological faculty (TSUAB); •supervisor of industrial research laboratories "Actual problems of Geology of oil and gas in the Timan-Pechora basin" (UII), "Municipal water of Siberia" (TSUAB); •organizer and first head of the Institute of problems of housing and communal services in regions of the North, Siberia and the Far East (1989-1997 years); the chief of State housing inspection of the Tomsk region (1997-2006). Popov V. K.-academician of: •Academy of housing and communal economy (1993); •The international Academy of ecology and life safety (1995); •Russian Academy of natural Sciences (2015). He has published over one hundred scientific papers, including seven monographs. Supervises graduate. Currently Popov V. K. is a member of three dissertation councils: DM 212.269.03, D 212.269.07, D 212.269.12 at TPU. In 1986 the decision of Board of Ministry of higher education of the RSFSR and the Presidium of the Republican Committee of trade Union of education workers of higher school and WELL, the RSFSR was awarded "Drummer of 11 five-year plan" By the decree of the President of the Russian Federation for project of the optimization of hydro-geo-ecological conditions of groundwater Ob-Tomsk interfluve, the introduction of new resource-efficient technologies of water treatment and housing reform in the regions of Siberia was awarded the honorary title "Honoured worker of housing and communal services of the Russian Federation" (1999). The results of the study of hydrogeological conditions of the development of large coal deposits of the Kuznetsk and Kansk-Achinsk basins protected in GKZ of the USSR (1972-1973) and are currently used in the construction of large pits. Developed a new scientific direction organic hydrogeochemistry of coal basins, which makes an obvious contribution to the development of the theory of formation of groundwater and the improvement of the forecast of deposits of combustible minerals, in the development of physico-chemical methods of assessing water quality and new water treatment technology and is widely used in the solution of environmental issues optimization of the geological environment. Lithohydrogeochemistry justified the hike, taking into account the catagen elaborateness of sediments which explain the basic laws of hydrogeology of coal basins.
