Born on 01.23.1951 in the city of Tomsk in the family of civil servants. In 1968 he graduated from high school and enrolled at the Faculty of Radio Phys-ics at Tomsk State University, in 1970 at his own request was dismissed and entered the Faculty of Economics of the same university. In 1971-1973 he served in the Armed Forces of the USSR. After the dismissal of them contin-ued their studies at the Faculty of Economics of Tomsk State University, graduating in 1977, specialty "Industry Planning". Then, until 1981, he worked in the production association "Sibelektromotor" as an engineer-mathematician IT department. From 1981 to 1985 he studied at the graduate school at Mos-cow State University on the subject "Application of mathematical methods in management". From 1985 to 1988 he worked in the production association "Sibelektromotor" as the head of the planning bureau of cast iron plant.
