Andrey Baginskiy was born on March 30, 1963 in Tomsk. He studied at schools №1 and №51 in Tomsk and graduated from the physical class in 1980. He graduated with honours from the Faculty of Mechanical Engineering of Tomsk Polytechnic Institute in 1985 with the qualification of mechanic engineer in the specialty "Technology of mechanical engineering, machines and tools". In 1985–1987 he served under the contract in the Armed Forces of the USSR, in the Red Banner Baltic Military District. Before 1991 he worked as an engineer at the national economy enterprises of the USSR (SKTB geophysical equipment "GEOFIT", MP "TOMIAR"). Since 1991 he worked as a laboratory assistant, assistant, senior lecturer at one of the oldest departments of TPU "Materials Science and Technology of Metals" within the Faculty of Mechanical Engineering. Since 2010 the department "Materials Science and Technology of Metals" is a member of the Institute of High-Tech Physics of TPU. In 1996–1999 he studied at the correspondence postgraduate school of TPU, and has passed candidate examinations.
