Professor Vasily Ya. Ushakov was born 27 March 1939. He received the Ph. D. degree in 1965 and Doctor of Science degree in 1973 from the Tomsk Polytechnic University (TPU). Vasily Ya. Ushakov is a well-known expert in high-voltage engineering, particular in the area of electric breakdown of condensed medium and the insulation of pulsed power equipment. Now he interesting in problems of increase of the energy production, transmission and consumption effectiveness and methods solution of the main problems associated with energy supply the world's population. He published over 250 scientific articles and 15 monographs and textbooks, received 38 invention certificates and patents. From 1974 to 1981 he was the head of high-voltage department of Tomsk Polytechnic University (TPU), from 1979 to 1992 he was director of High-Voltage Research Institute at TPU, From 1992 to 2001 – vice-rector on research of TPU. He is head of Resources Saving Centre of TPU from 2001 up to now. For five decades he is delivering the lectures for students and undergraduates. He has experience to give lectures in English. For example, in 2005 he was visiting professor of Ulsan University (South Korea).
