Recent research results: RGNF project 2016: Within the framework of planned works of the project, 40 expert interviews in Tomsk, Yekaterinburg and Moscow and 40 in-depth interviews with foreign students of secondary vocational institutions in these cities were conducted, transcribed and studied from March to October 2016. Briefly state the results of the project: 1. Social and demographical portrait of a foreign VET student was developed on the basis of in-depth interviews with foreign students. 2. The shortage of special researches aimed to study socio-demographical, economical and humanitarian effects from training foreign citizens in VET institutions of Russia was established. In connection with this fact when creating the base of secondary researches of study migrations the approaches developed by domestic and foreign authors (when studying study migrations into universities in 2008-2016) were used. Foreign researchers also notice that in comparison with other variants of transfer in educational system migration processes into VET system are characterized by a poor knowledge base. 3. The research has shown that Russian VET system is not ready for mass training of foreign citizens despite the training in Russian VET has already become attractive for young migrants because it opens perfect possibilities for integration, employment and acquiring citizenship. By organizing of career-guidance work in the countries from where students come for studying and where strong potential for attracting students exists, RF can, on the one hand, encourage the increasing flow of necessary middle employees to the labor market and, on the other hand, support VET institutions financially. 4. Problems ought to be solved for mass attracting of foreign students into Russian VET: a) The shortage of specialists who could make teaching in VET institutions competitive in the scale of international market of educational services. b) Re-equipment of materials and technical base of VET institutions and its preparation for training students on the level of world modern standards which requires serious financial inflows. c) The internship during the training should be settled on the legislative level. d) Difficulties with secured financial compensation for studying of foreigners in Russian VET for both organizations and governments (both Russian and sending governments). e) The necessity to design an efficient legislative mechanism including legally enforceable enactments of regulations on intentional learning for foreigners in VET as with proven university practice. 5. Now VET institutions are independently, without governmental support entering CIS countries markets, the majority is not ready for this. Support in promotion and PR of Russian VET educational services from embassies and consulates of RF in CIS countries, governmental support in organization of educational fairs in CIS countries could become an important stage in support of study migrations into Russian VET. 6. The wide discussion of obtained during the project results shows up in recommendations of leading domestic specialists to introduce the results of the project for discussion in the Russian Government with the aim to more efficient and fast implementing the research results in practice of management migration processes in the country.
