Education – graduated doctorate in Tomsk Polytechnic University.

Thesis – in 2000 he defended his dissertation for the degree of Doctor of physics and mathematical sciences on a specialty 01.04.10 - "Physics of semiconductors and dielectrics"

Employment history – He graduated from the Faculty of Electrophysics of the Tomsk Polytechnic Institute (TPI) in 1970 on a specialty "Solid State Physics". Since 1970 to 1972 he worked on the distribution assistant at the Department of lighting fixtures and light sources in TPI. In 1972 he entered Tomsk Polytechnic University for PhD program. In 1975 he graduated it with the presentation of thesis. In 1976, the decision of HAC awarded the degree of Candidate of Physico-Mathematical Sciences. In 1977 he was elected as a senior lector. Later, in 1982 he started work as an associate professor in lighting and light sources department in TPI. While working within the department, he organized an educational and scientific laboratory of "fast processes in physics" In 1995 he entered the doctoral in TPU. In 1998 he graduated education in Doctoral program. In 2000 he defended a thesis for Degree Doctor of Physical and Mathematical Sciences. In 2001 Victor was awarded by HAC RF Ministry of Defense. After, in 2004, he was awarded the title of professor.
